EXPRESSION OF INTEREST

Indigenous Advisory and Monitoring Committee for the Trans Mountain Expansion Project and Existing Pipeline

1. Purpose of the Expression of Interest (EOI)

The Indigenous Caucus (“Caucus”) of the Indigenous Advisory and Monitoring Committee (“IAMC”) on Trans Mountain is seeking Expressions of Interest (EOI) for a project managing the IAMC’s new Stream 1 funding program until March 31, 2024 (“the project”). The Stream 1 funding program is being established to give the Caucus greater oversight, flexibility, and direction of funding. The management of the Stream 1 funding program will represent a new way of working for the IAMC and the Caucus. As such, the project delivery partner will be expected to work closely with the Caucus to ensure that challenges that existed under the previous funding model are not replicated.

The project aims to support Caucus capacity, provide Caucus project management services, and oversee the management of agreements supporting Caucus activities. The successful applicant will be expected to enter into a Partnership Agreement with the Caucus to establish a shared understanding of accountability between the project delivery partner and the Caucus.

The Caucus is accepting EOIs until September 30, 2022. Successful applicants will be invited to participate in a targeted Call for Proposals.

2. Eligibility

  1. Eligible recipients

    Eligible recipients include Indigenous organizations (e.g. Tribal Councils, Indigenous Economic Development Organizations), or where fully endorsed by the Caucus, non-profit entities.

  2. Eligible activities and costs

    The maximum amount payable to the entity for administration of the Stream 1 funding program over the period to March 31, 2024 will not exceed 10% of the total amount allocated to the Stream 1 funding program.

The successful applicant will deliver the project which may include managing contracts and funding for the following:

  • Indigenous Caucus contract staff;
  • Participation funding (e.g. Caucus members, Indigenous subcommittee members, Indigenous Monitoring Program participants);
  • Legal and professional services;
  • Communication and engagement;
  • Training and professional development;
  • Hospitality and events;
  • Document management; and
  • any activities contemplated in Caucus and Subcommittee workplans or otherwise directed by Caucus and Subcommittees.

The successful applicant must complete two annual reports for Caucus (one for the period ending March 31, 2023; the other for the period ending March 31, 2024). The volume of work is such that the successful entity may require additional capacity to absorb this work.

3. EOI Process

  1. Selection process

    This EOI seeks to identify organizations capable of project managing the IAMC’s Stream 1 funding program.

    All EOIs will be screened for eligibility, using the criteria outlined in paragraph (b) below.

    All applicants who submit an EOI will be advised of the outcome. Decisions will be communicated to applicants as they become available. Applicants successful in the EOI assessment round will be invited to submit a full application.

  2. EOI assessment criteria

    EOI will be evaluated on the following criteria:
    • Demonstrated experience in procurement, contract management, and administration of contribution agreements;
    • Ability to manage a high volume of workload with strict adherence to timelines;
    • Express commitment to continuous communication with the Indigenous Caucus Chair and Caucus Director;
    • Orientation towards proactive problem-solving and efficient resolution of issues;
    • Indigenous leadership within the applicant organization; and
    • Demonstrated experience working with Indigenous communities.

  3. Request for Additional Information

    At any time during the intake and assessment process, an IAMC representative may contact the applicant for additional information.

  4. Applicants successful under EOI

    Applicants selected for further consideration will be invited to submit a full application that will be subject to further assessment. It should be noted however that an invitation to proceed to the full application stage does not in any way guarantee that the project in question will ultimately be recommended for funding.

As discussions continue at the Protecting and Promoting Indigenous Women Gathering, participants have surfaced critical priorities and reflections shaping the dialogue: ● Lack of access to affordable housing and risk of homelessness ● Sex trafficking linked to work camps and non-local workers ● Mental stresses and depression connected to suicide ● Double burden of gender and racialized discrimination ● Heightened drug trade activity A powerful conversation developed about the 550 missing and murdered males in Alberta. We must stop excluding them from these discussions. Violence and vulnerability affect Indigenous women, girls, 2SLGBTQQIA+ people and men, and addressing these realities requires inclusive, systemic solutions. These insights reinforce the need to embed safety, security, and wellness into project planning from the outset through Indigenous Gender-Based Analysis Plus (IGBA+), and community- and Indigenous-led oversight.

Today and tomorrow (December 4–5, 2025), the IAMC‑TMX Socioeconomic Subcommittee (SESC) is hosting the Protecting and Promoting Indigenous Women, Girls, Two-Spirit, and Gender Diverse People in the Context of the Building Canada Act, 2025 on Musqueam xʷməθkʷəy̓əm Territory (Richmond, BC). This two‑day gathering brings together Indigenous leaders, knowledge holders, and partners to focus on the safety, security (including economic security), and wellness of Indigenous women, girls, two‑spirit and gender diverse (2SLGBTQQIA+) people. We’ll explore what Free, Prior and Informed Consent (FPIC) means in the context of accelerated and streamlined infrastructure and resource development stemming from the Building Canada Act, 2025, share wise practices for community safety and oversight, and recognize the importance of Indigenous involvement in condition‑setting and monitoring. The gathering features a range of speakers and engagement activities to surface priorities for future action and research.

Our 8th annual Line Wide Gathering has wrapped up. Thank you to everyone who joined us, sharing openly, honestly, and with such transparency. Your voices made this Gathering truly meaningful. We're grateful to the Indigenous community members who travelled to be here, the regulators who were incredible listeners, and for all the collaborations that continue to develop. Our Elders closed with prayers, reminding us to take care of Mother Earth and to carry hope in our hearts as we move forward together.

Day 3 Line Wide Gathering - Carrying the Fire Forward This morning began with a beautiful pipe ceremony and prayer led by our Elders, filling our spirits and reminding us of the unconditional love they share. We are deeply grateful for their guidance. We also honoured presenters Alan Ehrlich and Frank Vanclay through a blanketing ceremony. The event featured Dene and Cree voices and a Cree song. Grand Chief Doug Kelly spoke and reflected on the wisdom shared from our Elders to listen deeply and hold on to hope.

Line Wide Gathering, Day 2: Lighting the Path Forward Today was a powerful day of connection and vision. We began and ended with Elders' prayers, laughter and insights. Throughout the day, we imagined what the future could look like. We asked: What can Indigenous-led oversight truly look like? We explored future systems and the conversations were brilliant, bold and respectful. From Indigenous experts and leaders to regulators and academics, we witnessed the strength and spirit of collaboration and mutual respect. Panellists, speakers, and participants alike helped paint a picture of what’s possible when we come together. Day 2 was all about visioning the future, the projects, policies, and tools that will shape tomorrow. It was a day to reflect, imagine, and commit to illuminating the way forward, together.
