NEWS RELEASE – Sema:th First Nation, First Nations Industrial & Environmental Monitoring and the IAMC-TMX Celebrate Launch of Pipeline Monitoring Project

Sema:th First Nation, First Nations Industrial and Environmental Monitoring (FN-IEM), and the Indigenous Advisory and Monitoring Committee for the Trans Mountain Expansion and Existing Pipeline (IAMC-TMX) are applauding the launch of a project that will build Indigenous capacity, self-determination, and protect Sema:th people and their territory through ongoing environmental monitoring using automated technology and community oversight.

“We need to consider ways we can empower ourselves with the authority to monitor for spills and respond to emergencies that will impact our communities, our culture, and the exercise of our rights. We have much at stake,” said Chief Dalton Silver of Sema:th First Nation.

Once the system is commissioned, FN-IEM will be integrating a First Nations monitoring and emergency notification system at Sema:th.

Once fully implemented, FN-IEM’s intent will be to share with other pipeline-impacted First Nations best-practices and lessons learned from this project so that they, too, may benefit by using similar technology within their territories.

“The concept of stewardship and conservation is deeply rooted in our culture, and through technology, we are developing solutions to ensure our resources and lands are shared in better condition with future generations. Our elders are calling on us to exercise our responsibility,” said Dr. Michelle Corfield, Ucluelet First Nation, FN-IEM President and principle owner

This work is being supported by $489,693 from the IAMC-TMX Capacity Funding Program to increase Indigenous participation in the Trans Mountain Corporation’s Expansion Project and existing pipeline.

“The work being done by the Indigenous Advisory and Monitoring Committee for TMX is a model for the path we must follow. This partnership with Sema:th is a great example of the good that can be done when we work together,” said the Honourable Seamus O’Regan Jr, Minister of Natural Resources.

“The IAMC-TMX was established to form the basis of a new relationship between Indigenous communities, the Government and regulators including the Canada Energy Regulator in respect of the Trans Mountain activities. While the Committee has set the table for meaningful and collaborative inclusion of Indigenous communities – success is truly achieved when communities themselves are at the heart of our work together. I congratulate Chief Silver and his community on the launch of their innovative and ground-breaking monitoring project,” said Michelle Wilsdon, Co-Chair, IAMC-TMX.

Chief Silver said today, “Our relationship with the land is of greatest importance. This project will honour our rights to govern activities occurring within our lands and honour our responsibility to ensure the future of our lands for our people. The Sema:th First Nation looks forward to integrating the FN-IEM technology.”

March 10, 2025 We gathered on the traditional, ancestral, and unceded territory of the xʷməθkʷəy̓əm (Musqueam) to discuss and celebrate the work of the IAMC Indigenous Monitoring Subcommittee and Indigenous Monitors. Activities included making connections, cultural teachings and experiences, and more! We shared knowledge, received updates on the IMSC's work, and networked. Special thanks go to our many cherished elders who participated for their thoughtful teachings and to IMSC co-chair Marin Whitney, Marcia Turner of Daxgedim Haanak’ Consulting, and Cando for planning and facilitating this wonderful event. “The M in IAMC was a big deal to the government. Blanketing Ceremony Our second day of the March 2025 committee meeting included a blanketing ceremony to honour Alice Cheung. Alice has served the IAMC-TMX as our federal Fisheries and Oceans Canada (DFO) representative for many years, supporting the 129 communities along the TMX route. As she moves into another role, we wish her the very best and thank her for her time with us. Elder Ken White led the ceremony, which was witnessed by Elder Lorraine White, Ray Cardinal, and Chief Councillor Judi Thomas.

The IAMC-TMX full committee met March 4-6, 2025, in Vancouver - territories of the xʷməθkwəy̓əm (Musqueam), Skwxwú7mesh (Squamish), and Səl̓ílwətaʔ/Selilwitulh (Tsleil-Waututh) Nations. Governance and building a governance framework for the committee and its ongoing success were important discussion topics. Policies, procedures, controls, roles, and responsibilities are all essential aspects of our work to strengthen the IAMC-TMX and support continued improvement and transformation. Chief Councillor Judi Thomas and Mieke Vander Valk from the Canada Energy Regulator (CER) are heading up the governance work. Elders Ken and Lorraine supported the IAMC-TMX as Elders and advisors for many years. We deeply appreciate their time, wisdom, and insight. Joanne has served as the federal co-chair for the IAMC and the director of the IAMC secretariat at Natural Resources Canada since 2021. This was her last meeting with us before moving to a new position. We’re grateful for Joanne’s dedication, support, and hard work over the years. Grand Chief Doug Kelly led the ceremony, which was witnessed by Tribal Chief Tyrone McNeil, Chief Ch uh’ keen n uh’ kw waut Jack on behalf of Carleen Thomas, Chief Councillor Judi Thomas, and Raymond Cardinal.

Up to 10 participants per community/organization can join. IAMC will cover the course costs. Today, on February 14, IAMC-TMX Socioeconomic Subcommittee walks in remembrance and solidarity with survivors, families, communities, and allies to remember and honour the Indigenous Women, Girls, Gender-diverse, and Two-Spirit people who continue to go missing or are murdered. There is an urgent need to do more to prevent and mitigate all forms of systemic violence linked to resource development. Since 2018, the Socioeconomic Subcommittee has worked to address gender and race-based violence as identified in the National Inquiry Report five Calls for Justice (13.1-13.5) focused on the resource sector. This includes continuing to collaborate with Natural Resources Canada, the lead department for the UNDA Action Plan Measure 12. On October 04, 2024 the IAMC-TMX Socioeconomic and Marine Shipping Subcommittees stood up the Circle on MMIWG2S+ and Resource Development to advance meaningful collaboration and dialogue focused on transforming policy and regulations that can improve the safety and security of Indigenous Women, Girls, and 2SLGTQIA+ people. On this heart-filled day, let’s all take time to remember, and to lift up the voices of those who are missing or have been murdered, ensuring that their stories are never forgotten.
